Instructions
Preheat the oven to 350°F (175°C).
In a stand mixer, cream together the softened butter and granulated sugar until light and fluffy.
Add the egg white and vanilla extract. Mix until fully combined.
Add the all-purpose flour and baking powder. Mix until the dough forms and is well-combined.
Roll the dough out to a thickness of ¼ to ½ inch. Use a round cookie cutter to cut out circles, then transfer to an ungreased cookie sheet.
Bake at 350°F (175°C) for 6-8 minutes, or until the cookies are puffed and no longer glossy. Remove from the oven.
Let the cookies cool completely on a wire rack.
While the cookies cool, microwave the caramels and milk together in 30-second intervals, stirring after each, until smooth and creamy.
Spoon a small amount of the caramel onto each cookie, spreading to nearly cover the surface.
Place the cookies in the fridge for 10-15 minutes to allow the caramel to set.
In the meantime, melt the chocolate chips in the microwave, using 30-second intervals, until completely smooth and incorporated.
Spread a small amount of melted chocolate over each cookie. Let the chocolate set before serving.
